So what is our dream that they (the systems) are trying to prevent from materializing you ask?

We have a dream that little Deaf children will one day live in a nation where they will not be judged by the dB of their ears, but by the content of their character.
This is a right, just, good and true dream and we will prevail.  So we see that the system fails – miserably and we see all roads are leading to EHDI
The various systems with their FIXations on the things Deaf folks can’t easily and comfortably do while ignoring and suppressing and depressing all the things Deaf folks can do – are FAILING.
The systems are failing…
the children
the parents
the siblings
the schools
the society
because when they start out with a falsehood that – its better to be Hearing and/or behave as a Hearing child does – we know they are gonna have to employ extreme methods to reach such a ridiculous aim.

Dr. Hans Furth told “The Washington Post in 1966 that the deaf should be instructed from birth in sign language and that any objection to that smacked of prejudice of the perceived handicap.”

(don’t mind the term handicap – this was in 1966 folks) but see see – this man knew that to DENY Deaf babies ASL at birth was rooted in PREJUDICE and that is what audism is – prejudice against Deaf folks just as racism is PREJUDICE against folks of color and sexism is PREJUDICE against women.

Pre/judice – is to to pre – judge someone.  And so we see that the whole dang EHDI system is one big ole PREJUDICE-a-making factory.

Folks are just discovering that EHDI is under the Center for Disease Control and they are rightfully offended by the erroneous notion that we are a disease to be controlled.

E = Early (which even includes genetics – pre-birth and pre-baby making EARLY)

H = Hearing – ahhh the EARS are so lovely aint they

D = Detection – wait hark i hear a click of the red REFERRED light and what it is referring to is that the baby has FAILED the universal newborn screening TEST

I = Intervention – surgery and/or very high end digital hEARing aids and intensive auditory verbal therapy (AVT) and sometimes mislabeled as LSL

NOTE: Not all of EHDI is under CDC – the I part as in Intervention is supposed to be under the Department of Education (DoE) but the DoE is not even attending the EHDI this upcoming Sat – Tuesday – not even sending a state or local representative to the EHDI conference so it will all just be CDC, NIH, NIDCD, and NCHAM and these are all medical home sweet home based infrastructures.

And various states are pushing for EHDI and a “medical home” for the Deaf child patient because they have a prejudice against letting Deaf babies be Deaf and against their HAVING ASL from Birth

this is a fact and in fact this is why EHDI is under the auspice of the Center for Disease Control folks

yes they are saying you are a scourge and an abnormality on this planet and something that needs to be controlled by…. DENYING you a fully natural and accessible language and by making you overly dependent on artificial and faulty devices and just as soon as we can get to your gene pool we will nip u before u r even created or if its too late and u r created and born we will then harvest your own blood cord stem cells while charging the insurance co. $2,000 + per EVERY child born in the U$ cuz u never know who will come down with deafNE$$ later in life and then they will charge about $200 + annually for storing these cord blood stem cells but if the baby participates in the study – we wont charge you the THOUSANDS of dollars for the study (MRI tests, sedition, hospital stay, EXPERIMENTATION etc) we will just make you pay for your flight and lodging while you WAIT for the weeks and month and years to pass by of TREATMENT but once we can prove that no one dies quickly or sprouts another limb as a result of our experimentation then we will get it approved and charge away

never mind that there was never anything wrong with your child except for the irrational prejudice of its country and society – there is no money to be made in curing audism so we will just aim to string the parents, insurance co and government along with our songs of falsehoods and our for-profit prophecies

like this one “Our cochlear implants are designed to last a lifetime” – well COCHLEAR LTD why r they always breaking so much huh?  how come so many folks gotta get explanted and reimplanted or upgraded and what of the recalls.

What of the baby sophie in Australia who got 2 CI surgeries before the age of 2 and one of them was a dud so she had to undergo a 3rd surgery.  FDA has data showing that kids with 2 or more surgeries with anesthesia before the age of 2 are showing a higher rate of learning disabilities

What about meningitis – many children died after coming down with meningitis as a RESULT of their cochlear implant surgery.

So why isnt the CDC and EHDI and the NIH and the National Institute on Deafness and Communication Disorders and the National Center for Hearing Assessment and Management INTERVENING in the wild fire implanting of babies – one as young as 3 month (THREE MONTH) when the results in terms of LANGUAGE and a reducing of audism for that child are not consistently demonstrated and proven – especially later in the age range where reading, comprehension and cognition are much more complex than whether or not they can turn their heads when you call them or if they can pick up the object you have named THREE times while covering your mouth and having your eyes glance in the direction of the correct object during AVT

These kids are not stupid – they learn very quickly how to “hunt and gather” for clues and information visually.

Out of all the studies being conducted on Deaf children – the most important will most likely be – how is it that they ever learn anything CONSIDERING that we have all made it so difficult for them to get their hands and eyes on everyday information that all other children get with ease and in abundance.

It truly is amazing all the things that Deaf children CAN do and do very well – IN SPITE of all the crap that is thrown in their way such as

– be labeled a failure when all they did was be Deaf

– be measured by what they are not – Hearing

– be denied a fully natural and accessible language (a small percent might actually get this at home but once they start attending school usually by age 3 it is most likely oral ONLY or sim-com city)

– be weighed down by devices that slip out, slip up, or slip away so then they need more devices and surgery and training – its a life long thing cuz the THINGS are not built to last lifetime as billed

oh and speaking of the bill – who foots the bill on this horrible inadequate practice which has just dressed up an antiquated prejudice with some new flashing lights and gadgets to make it look like its “new and improved” but the results only show… mediocre results?

who foots the bill – sometimes the parents, more often their insurance company and most often the government

and at the end of the day – even the bestest of the byproducts who can talk and hear a plenty wish they had had sign language as a pup

so you see – EHDI is rotten from finish to start because….

it does not approach the child as “good from the start” and if they could take that message to heart then maybe we could start to make it better

and we should also face the fact that some folks are making a mighty lot of money off of EHDI and Deaf babies’ “condition” (which is really a result of language deprivation and not of the condition of being Deaf) and it is not the parents nor the babies who are making the cha ching a ling ling ring

There is money in selling the equipment to test the ears in the hospitals and in the audiology labs and in the schools and in the centers and in the cochlear implant devices, surgery, rehabilitation, therapy and more therapy etc.  There is money to be made in mandating training and certification in antiquated practices like AVT.

There is even money to be made in hosting a big ole conference like EHDI where you make folks pay lots of money for flights, hotels, food, and conference registration so they can present for 30 minutes to a room of about 15-30 people.  And they can then check of the INCLUSION illusion box

Indiana Legislature – Band aids don’t cover Bias

Greetings Dear Senator:

I write you yet again in the hopes that you will stop the unjust HB 1367 bill from passing and tainting your legacy.  While I commend the Senate appropriation committee for trying to improve the flawed HB 1367 bill and while I know they did not have much to work with given that the original bill was biased beyond compare, the amended HB 1367 is still riddled with wrongs.  The band aids can not cover up the bias.  The original HB 1367 was originated and backed by Oral ONLY organizations and/or representatives that adhere to audism.  Audism is attitudes and practices based on the assumption that behaving in the ways of those who speak and hear is desired and best. It produces a system of privilege, thus resulting in stigma, bias, discrimination, and prejudice—in overt or covert ways—against Deaf culture, American Sign Language, and Deaf people of all walks of life.

Added to the bill is the statement:  Sec. 3. (a) The center for deaf and hard of hearing education is established.
(b) The purpose of this article is to support parental choice under the Constitution of the State of Indiana, including the full continuum of communication options

The amended legislation does not specify which part of the Indiana Constitution applies to parental choice.  Perhaps you are referring to:

Article 9 Section 1. It shall be the duty of the General Assembly to provide, by law, for the support of institutions for the education of the deaf, the mute, and the blind; and for the treatment of the insane.
(History: As Amended November 6, 1984).

If so, this is an indicator that the state of Indiana should be empowering and investing the Indiana School for the Deaf with implementing the Intervention part of EHDI and the First Step program not an indicator that such services should be removed to a NOT YET created new “unbiased” center when there is no proven need for such.

There is nothing in the Indiana School for the Deaf (ISD) Outreach Center current practices that denies parental choice.  Furthermore, ISD Outreach Center already provides strong and effective intervention for Deaf infants and families.  There has been no evaluation or independent assessment to indicated that ISD Outreach Center is not providing these services well.  Nor is there any proof warranting the disbanding of the ISD Outreach Center and the removal of these services from ISD.  The Office of Management and Budget’s December 2011 review of ISD actually harshly criticized the State of Indiana’s EHDI and First Step routing system.  The OMB’s report says the scattered systems and services prior to the state referring families to ISD Outreach Center is flawed and results in Deaf infants and children falling through the cracks.  This report actually offers more justification for the legislature to adhere to its own state constitution and perform “the duty of the General Assembly to provide, by law, for the support of institutions for the education of the deaf” not to withdraw its support.

It is also noteworthy that in the latest version of HB 1367 the omission of any bilingual (ASL+English) adults specified in the listing of whom “The office of management and budget shall develop the transition plan in consultation with.”  Oral adults are specified but no equal notation of ASL +English Deaf adults are noted.  How can the new center be unbiased when the bill itself is not?

American Sign Language is mentioned only once in the entire legislation.   There is no mention of a bilingual and/or ASL specialist while speech therapists and audiologists are mentioned several times.

While we understand that there is an inordinate amount of pressure on parents to choose an exclusionary and antiquated method of educating their Deaf child under the falsehood that being Oral ONLY will ensure that their child never experience discrimination and will be “successful,” four major international documents have declared that it is unjust and wrong to deprive a Deaf infant and child from a fully natural and accessible language of which Hearing children are automatically afforded regardless of their nationality, race and ethnicity, or sociology-economic background.

No child should have to work for their words all their waking hours.  While parents may choose private programs to pursue such a regime, state legislature’s should not sanction, support, and legitimize such practices.  See:

From INTERNATIONAL CONVENTION ON THE EDUCATION OF THE DEAF (ICED) 2010 NEW ERA AGREEMENT

From Statement of Principles:
Reject all resolutions passed at the ICED Milan Congress in 1880 that denied the inclusion of sign language from educational programs for Deaf students


From Accord for the Future:
Call upon all the Nations to involve their Deaf citizens to assist parents of Deaf infants, children and youth in their support services for both Deaf and hearing family members
Call upon all Nations to refer all identified Deaf infants to regional and national organizations of the Deaf, schools and programs for the Deaf for support with early intervention

From WORLD FEDERATION OF THE DEAF POLICY – EDUCATION RIGHTS FOR DEAF CHILDREN

To ensure that the educational rights of Deaf learners are fulfilled, WFD therefore:
• Reaffirms its position that all Deaf people, including Deaf children, have the right to full access to quality education through visual modes, including indigenous sign languages. This position is supported by several international conventions of the UN.
• Supports early identification of Deaf infants and youth, followed promptly with sign language environments and educational intervention strategies and programmes, in partnerships between families, Deaf adults and professionals.
• Calls upon governments to ensure full and equal access to and educational success for Deaf learners based on regular education goals, standards and curricula.
• States, furthermore, that such curricula should provide the opportunity for students to learn in and study both their local/national sign language and the local (written) language as academic subjects.


From UN CONVENTION ON THE RIGHTS OF PERSONS WITH DISABILITIES

States Parties shall enable persons with disabilities to learn life and social development skills to facilitate their full and equal participation in education and as members of the community. To this end, States Parties shall take appropriate measures, including:
b. Facilitating the learning of sign language and the promotion of the linguistic identity of the deaf community

From World Health Organization (WHO) and World Bank – WORLD REPORT ON DISABILITY

Promote Deaf children’s right to education by recognizing linguistic rights. Deaf children should have early exposure to sign language and be educated as multilinguals in reading and writing. Train teachers in sign language and provide accessible educational material.

I have tried to keep an open mind that the Indiana legislature has simply been misinformed and misguided by some of their very own employees who have been pushing forward this legislation; however, to see the latest version of the bill cite your OWN state Constitution without specifying which provision endorsed and justified the government financing an exclusionary practice of Oral ONLY education – especially in light of Indiana being the first state to unconstitutionally legislate eugenics and having engaged in genocide – if HB 1367 passes the Indiana Senate, I will have to conclude that your state Constitution and our national one – most especially the 14th amendment – mean little to nothing and Deaf infants and children as well as adults mean even less to you.

I truly hope I will not have to reach such a conclusion.

“Dr. Laura-Ann Petitto and VL2’s research into bilingualism and the early visual language shows that there are specific advantages, namely:

–increased visual sensory experience can alter the human brain in ways that afford higher cognitive advantages, and this is especially true of early signers.

–infants exposed to signed languages attend to adults’ use of sign language and eye gaze; this ability to track an adult’s eye gaze is vital to early vocabulary, language, and literacy in English.

–language development milestones for ASL happen at the same rate as spoken language development milestones.

–early exposure to a signed language affords surprising cognitive, linguistic, and reading advantages over age-matched monolingual children and adults.” (See gallaudet . edu / news. php?id=207)

Furthermore, while over 86% of Deaf children and youth spend most if not all of their school day in mainstream settings and there has been a huge increase in implanting Deaf children, the literacy scores are not indicating a marked gain.

There is no proven harm in providing Deaf children with a fully accessible language in addition to clinical services of audition and speech therapy.  There is a wealth of evidence that prohibiting a Deaf child from using ASL is harmful (cognitively, emotionally, and socially) – for congressional studies see Babbidge report and the COED report.  If you truly want to be unbiased, you can not pass this legislation that is backed by exclusionary promoters.

Please stop putting band aids on a biased bill and don’t allow Indiana’s Constitution and legislature to be marred by its earlier history of perpetuating injustices.  This bill will be costly in more ways than one.

Follow up letter re: HB 1367 after the OMB report released

Greetings all –

The Indiana Senate Appropriation Committee will be meeting and debating on HB 1367 tomorrow so there is a call to ACTion out for TODAY – scroll down for the call to action talking points from INDeaf Education Coalition

I started calling the Senators but at my first call the aide said don’t waste our time calling if you are not from this district.  S/he said emails would be fine and they have been getting a WEALTH of contact on this bill.  When I repeated back “don’t waste our time?” because i wasnt sure if the relay vp interpreter was taking liberty or if that was what was SAID by Senator Holdman’s office – the staff member said “I just mean that we appreciate your thoughts on this matter but we really want to hear from our constituents” or something to that effect.  After we hung up nicely – i asked the relay operator – did the staff really say “waste our time” and she said “yep, she did”  OY!  smile.  Talk about WASTING PEOPLE’S TIME.  The whole bloody HB 1367 is a HUGE waste of everyone’s time.

Send those emails folks so that we can make this the LITTLE COUP THAT COULDN’T.  And if you live in an Indiana Senators’ district use Ma Bell to say – naught augh on the 2nd wave of Oralism.  We been there done that!  and you can say stop wasting OUR time and wasting the tax payers money.  Im sure the Indiana legislature has MUCH more important and effective things to do with its time.

Greetings Dear Indiana Senator:

I thank the few Senators who responded to my email of February 2, 2012 in opposition to HB 1367.  Since that time the OMB report was finally released and I see it is riddled with shortcomings.  Chief amongst them seems to be that it is entitled to be a review of the Indiana School for the Deaf operations when in fact it is a condemnation of how the State government has been coordinating services and Early Hearing Detection and Intervention services for infants and children with varying degrees of being Deaf and age of onset.

The the last page of the OMB report on page 20 Exhibit B has a flow chart that illustrates just how poorly things are flowing via the state systems before arriving at the fourth tier where ISD outreach services are finally introduced.  The First Step program in Indiana is woefully under developed and erroneously places sign language under the auspice of audiology and speech pathology.  Furthermore the report indicates that there is a shortage of qualified interpreters for Deaf students of varying degree in mainstream schools.

How the report can possibly reach the conclusion that the solution for these errors, which have NOTHING to do with ISD’s operations is to REMOVE outreach services from ISD to create a NEW “neutral” center during a time of economic hardship for the state, is beyond reason.  If anything the report is an indicator that ISD outreach should be charged with overseeing the states EHDI program and First Step plans.  ISD outreach has the facilities, staff, experience, expertise, and networks.

For HB 1367 to be proposed and propped up under the guise of this flawed OMB report is unjust and unjustifiable.  Hear Indiana, a chapter of the Alexander Graham Bell Association, promotes an exclusionary practices of Oral / Aural ONLY – denying Deaf children of varying degrees the right to a fully natural and accessible language and has been aggressively pushing the HB 1367 legislation through your legislature.  Hear Indiana’s “method” and approach has been ruled to be antiquated and wrong by 4 international documents (See ICED 2010 New Era Agreement, World Federation of the Deaf, UN Convention on the Rights of Persons with Disabilities, and World Report on Disabilities from the World Health Organization and the World Bank).

At a time when Governor Daniels has been promoting less government interference – it is odd and unclear why he appointed three UNqualified and biased (Pro- Oral / Aural ONLY) board members to the ISD board and why the OMB report is targeting ISD and proposing for a VERY COSTLY endeavor of creating a brand new center when ISD has a proven track record of being effective, humane, just, and cost effective.  Other specialized programs for differently abled children have been targeted and closed by the governor, do you really want to see Indiana continue to strip away at programs that properly and justly serve Deaf infants and children because of biased special interest groups pressuring and pushing through unjust and hollow legislation.

Indiana is a state that has much to be proud of.  It also has some things not to be proud of – see the Trail of Death that Native Americans were forced to march on and the Indiana Eugenics program.  Please ensure that Indiana state governments follow what is just, right and good not who has the most money to buy legislation.

Please do the right thing and vote down HB 1367.

Call to ACTion:

As you are aware, Indiana Deaf Education Coalition has been fighting to keep Indiana School for the Deaf from being swallowed up by the injustices shown by the supporters of HB1367.
We have ONE  more day before the vote is heard this Thursday, and need help with phone calls to Senators to ask them to Vote No on HB1367!

Below are talking points to consider:

PLEASE OPPOSE HB1367

•  HB 1367 is driven by a well funded and politcally connected network of people who actively advocate against children learning American Sign Language.  A Center founded under these circumstances cannot and will not serve the best interests of Deaf and Hard of Hearing Children.

•  HB 1367 places ISD under the auspices of PL 221, setting standards for student achievment and applying sanctions for failure to meet these standards.  The standards fail to take into account variables that the State has already identified as factors to achievement:  educational history, linguistic history, and the presence of documented disabilities that affect leraning.

•  HB 1367 makes no provision for insuring that the proposed Center for the Education of Deaf and Hard of Hearing Children will be “unbiased” and fails to recognize that the concept of “unbiased” is undoable.  The Center should be expected to  present comprenhensive, up to date, factual information to parents.

•  HB1367 confuses language with communication.  Parents of Deaf and Hard of Hearing Children make a choice.  They choose for their child to learn English and learn through English or they choose for their child to learn American Sign Language and English and learn through these two languages.  Communication is not the issue.  HB 1367 does not speak clearly about the language choice nor does it name the two languages;  English and American Sign Language.

•  HB 1367 lists the stakeholders who will make decisions regarding this proposed center.  The bill fails to mitigate the fact that the “stakes” are not the same for all stakeholders.  Parents and Deaf people have more at stake than professionals.  Their opinions should carry more weight.

in addition to addictions many will contemplate suicide.  some will attempt it and some will succeed.  I remember reading long ago about how there was a much higher rate of suicide for gay lesbian bi and transgender teenager due to the stigma and stress of trying to be something they are not and i thought what of our Deaf youth.  And since that time i have known many Deaf people who have shared with me their thoughts of suicide and some have attempted suicide.  Still others have succeeded.  Of the ones who shared with me – their pain was often related to their family not accepting them as Deaf people.  Some of them can hear and speak a plenty but still were Deaf beings forced to be something they were not.  Some of them could not hear and speak and felt if they could then they would have been loved and accepted. Which is false.  They were lovable from the beginning.  the intervention they needed and deserved from the get go should have been a humane one – not one that required extraordinary means and not one that always makes them feel not quite good enuf.

This is painful for me to write about because in doing so i see actual faces of these people.  People i love or wish i had the opportunity to know better.  They also encountered this rejection for who they were as Deaf people in school – from their teachers who tried to make them hear and act like hearing people do, from their peers who could be very cruel especially during adolescence.  Of course all the while there is the “specialist” and the “professionals” who have been advising and at times even intervening in the parents wishes (see the case in Mich where the CPS tried to mandate two Deaf boys be implanted – that must have been such a confusing court case for those kids.  see the case Mississippi where specialist testified against a Hearing mother because the specialist felt the son should be implanted and needed a guardian that would ensure he used it all the time and worked on his speech skills etc., see how a judge can court order a child to wear her cochlear implants all her waking hours against her & Deaf father’s wishes)

All of this stigma and negativity towards BEING Deaf is harmful folks.  Nothing wrong with speech and hearing but there is plenty wrong with overvaluing it and using it as a bullyclub and a rationale for oppressing and excluding sign language.

while i myself was not raised with ASL and thus i was raised accidentally orally – no one OVERTLY denied it to me, my hands were never slapped, my body was never manipulated and contorted to do things it really wasnt comfortable doing.  I did have speech therapy K-12 which was no fun and tedious and i dont think it really improved my speech much at all.  but if the SYSTEM found it important for me to have speech and to sit in the front of the class (no notetakers / cart or interpreter – this was pre-ADA days folks.  yes i am OLD) they should have found it fit to give me some sign language and to have someone come to my home and teach my family some basic sign.

Thankfully my mom is Italian and she can NOT NOT use her hands to save her life.  she is a gesturer and she can read my mind before i even speak it but see here – the beauty and the truth of things:  my mom at the age of 80+ still endeavors to learn sign language.  She first attempted it when i began to learn ASL in my 20s – i came home to find her signing “Sunshine on My Shoulders” – yes it was slow but a beauty to behold because SHE WANTED TO.  I just wished the BOCES teacher had taught them conversational signs because you can only say so much with “sunshine on my shoulders.”  And again many moons later i see my mommy is learning some signs from the Signing Times video – for me and her twin Hearing grandbabies.  And this reminds me of how my mother in law in hospice before slipping into a coma and i was struggling on a word she was saying with her tired lips – lifted up her fingers to fingerspell to me and then said “see Patti you will get me to learn sign” see how she shined!

these beautiful folks never had any opposition to ASL – there just was none to be had in our town and in my school while i was growing up

There is no reason why ASL can not be provided today – we have the technology and we have the skills and we have all this beautiful data that shows that signing is good for babies.   so aint it interesting how the 2nd wave of Oralism is trying to push their way back into state legislatures to validate, sanction, and finance their unjust and inhumane practices.

Do we really want to see more young folks experience childhood like the Sayno2hate 23 year old blogger?

I definitely do NOT and pls do not fool yourself to think that everything is fine now that they have cochlear implants.  I can not tell you how many young people have had cochlear implants fail them, how much they fear another failure for fear of another surgery, how many of them wished their families would sign.

This is an ole cycle folks

there is absolutely no EXCUSE or JUSTIFICATION for making children work for their words when ASL is a fully natural and accessible language that could be at their fingertips along with English.

oh and do ya know that Olof Hanson, Deaf architect and advocate, wrote to AG Bell asking him to endorse a proposal that fingerspelling be taught in all public schools to which AG Bell replied something to the effect – it is not right to expect the majority to change for the minority (see A Place of Their Own)

He was xenophobic and propagated language bigotry that we r still suffering under.   im sorry ag bell but i gotta call it like it was and is.  lives are at stake.

so while im VERY blue to be seeing these truths – i feel them so incredibly deeply that i weep – i am GRATIFUL and UTTERLY THANKFUL at the courage folks are displaying in the singing of their songs of freedom

Oppose HB 1367 -we are with ya in spirits today at the Senate hearing on the bad bill.

Spirits = To impart courage, animation, or determination to; inspirit.

All of you who have been standing long and hard on this issue – u have given us courage to speak out and stand up (see the #liesagbelltoldmyparents campaign) and also enabled us to see the ever increasing pattern to re-institute Oralism in the US of A

We hope that the courage and truth you have instilled in us will in return serve as a guide and determination for you at the legislature today and onward.

– Babbidge Congressional report, COED, low performance of Deaf children despite a HUGE spike in cochlear implantation, AVT / LSL services and mandates, oral / aural only schools, and mainstreaming all show beyond a shadow of a doubt that Oralism is not right.  They got alot of might – the oral backers via their pocketbooks and money banks but might does not make right.

Furthermore, there is AMPLE proof that signing actually HELPS babies – Deaf and Hearing alike so there is no just cause and no justice in denying ASL to Deaf babies.

– Oral ONLY proponents like Hear Indiana which is a chapter of the AG Bell Association advocate for language bigotry and actively deny the option of a fully natural and accessible language and cultural identification.  Not cool, not cool.

yep – i detest deceit.  it makes me cringe and it makes me cry.  its just wrong.  and when its financed by governmental bodies well then i sit up real straight and say HEYE so loud that i hope y’all will join in cuz surely every who in whoville is needed today.

If i wasnt convinced that HB 1367 had some bad behind the doors dealing before – i am now because…. the only alternative is to think that they are all just woefully coincidentally ignorant and that aint a pretty thought either.  ignorant vs. arrogant – hmmm it could be both.  it could be both

This report is really about the state government’s own systematic quagmire in routing Deaf babies and infants to appropriate services and support especially during the 0-3 age period

so much for the wonders of EHDI and notice how ISD is not even listed on this chart until the FOURTH TIER

The report also notes the shortage of interpreters for Deaf students in the mainstream.  Both of these issues have NOTHING to do with ISD.  Both of these issues do not validate the recommendation to REMOVE ISD outreach services and place them at some unknown, unestablished, unproven, “unbiased,” new center for the Deaf and Hard of Hearing.

The report claims to have consulted alot of stakeholders but does not name them.  Hmmmm

The report has the HUGEST fib plaguing the push for Oral / Aural ONLY today and its an ole lie.  It frames the “communication divide” to be Oral vs. ASL when in FACT – and this is a MIGHTY important FACT that continues to be misrepresented and maligned – there is NO NO NO NO as in ZERO as in NADA as in NONE – ASL ONLY school in the U.S. of A. but hey if they r gonna keep accusing us of such maybe we should set one up – A school for the Deaf that forbids any use of English.

Why not folks?  There are Oral ONLY schools all over the US of A today where 4 year olds are still getting rapped with rulers (just learned its still happening last week – i believed their lies that they dont do punishment any more – geez im such a sucker.  but thankfully the truth always comes and finds me whether i like it or not and shakes and wakes me up a little more) They also make them sit alone at the lunch table if they are caught gesturing with their friends during lunch at the age of 17 – yes in the US of A today you have to work for your words even during lunch.  I could go on and on with truths but the fact is….

ORAL only is exclusionary and discriminatory in nature – always has been.

It must coerce because otherwise the kids will sign and gesture.  Kids doing what comes naturaly is like what rivers do naturally they flow. and hence the fanatical dogma of BANNING signing – its just too pretty, too effective, too successful that they must have Oralism become the jealous mistress and consuming the children’s lives.

In one Oral Deaf school in St Louis students who talk and hear a plenty – these young adults speak and they have CIs are not allowed to sign at all.  surely there is no risk of them loosing their skills at the age of 17 and surely they are entitled a bit of down time but NOPE says the crack of the Oral ONLY whip – u can NOT sign here dear.

ORAL only does exist and resists equality.  ASL only does NOT exist.

All Deaf schools and programs have an over abundance of ENGLISH.  Most Deaf schools are Speech (with signs thrown in here or there for support) schools – sim-com, TC is the rule of their day.  A few schools are bilingual-bicultural and ASL + English is their thing ALL day in and OUT.  they do not EXCLUDE ENGLISH they do not BAN English.  if a child uses English in the bathroom – they will only get in trouble if its graffiti on the stall wall where as at an ORAL only school – the bathroom is the safest place for the hand talk.

Bilingual-Bicultural schools provide support for kids who use listening devices (be them hearing aids, cochlear implants, conductive implants, etc etc) and they also provide speech therapy.

Oral ONLY schools do not have ASL specialists on staff, do not do any development or advancement of visual acuity in fact they go to great length to suppress such.

soo…… Office of Management and Budgets in the state of INDIANa – wow – you are looking mighty BIASED.  (i was gonna say uninformed but because your document vouches on how much you put into collecting information – i have to conclude that your MISREPRESENTATION OF THE FACTS re: oral ONLY education and ASL ONLY (as if) was INTENTIONAL and BIASED in NATURE.

there is no ASL ONLY program

just because u r all ga ga over the SOUND of SSSSS and ZZZZZ and the blinking lights of gadgets being powered up to make Deaf babies as hearing like as possible does NOT give u the right to try to LEGISLATE such practices.

We know that even the babies that grow up with “good” speech and listening skills CRY – they still cry that they had to work so hard to please their parents, to understand their siblings, to appease their teachers, to get their speech teacher to stop and move on to the next letter and…. they dont go home so often

ohhh and they still need CART in HS and/or college because being able to speak and using CIs ur whole life does not make you “independent” – you still want accessible information and for Deaf folks that means VISUAL.  We are the people of the eye not matter how you ban signing and gesturing in schools and no matter how many gadgets you put upon the body.

ITS WRONG OF YOU TO EXCLUDE VISUAL ACUITY and NATURAL SIGN LANGUAGE and you are NOT NOT NOT following with the ICED 2010 agreement stated, nor the UN, nor the WFD, nor the World Bank etc

Furthermore, there is the TRUTH that teaching babies – be them Deaf, partially Deaf, or Hearing – sign language HELPS THEM.  Doesnt hurt them.  There is NO NO NO proof that it hurts them.  Where as there is PLENTY of proof from the biggest STAKEHOLDERS OF THEM ALL – Deaf survivors – that ORAL ONLYism HURTS.

It HURTS.  So if parents want to do that and this is a “free country” (so they say when they want to oppress) then so be it via PRIVATE schools – its NOT SOMETHING to be endorsed, financed or supported by the government as OPTIONS! Cuz then u be in line for doling out reparation payments on top of medicaid for the devices, the therapy, the CART, the SSI and SSD the….
